When 18 Panchayats will be incorporated in Berhampur Municipal Corporation limits?

Dear Brahmapur MP Sidhanta Mahapatra Ji,

Incorporation of 18 Panchayats surrounding Berhampur city under BMC limit was first promised by CM Naveen Patnaik ji in 2000 & notified in 2008 during the formation of Municipal Corporation. 

10 years have passed without the file moving an inch. People residing in these areas continue to suffer severely & Berhampur city victimized everywhere. 

Now it is 20 years since your party promised. Please tell us when these Panchayats will be incorporated in Berhampur Municipal Corporation limits? or You are in no mood to include it, please clarify?
