Friends If we remain silent today we will have no right to complain in the future
Silence is not the answer to the problems facing South Odisha. If we remain silent today we will have no right to complain in the future. Because remaining silent will mean supporting the present development template being followed by the State Govt. Every citizen in India has right to development and the people of South Odisha cannot be denied this right. The questions raised here are certainly from the perspective of Berhampur city which is agitating for the IIM, but we do know that every single individual in South Odisha and Ganjam is equally concerned about the enigmatic silence of the Statate Govt on development issues after garnering their votes. This is not acceptable and we have to shout at the loudest to be heared by a Govt which is completely deaf and bereft of a sense of equity and justice.

People of Ganjam and Berhampur fought for the establishment of IIM-Berhampur against all odds. But they were fighting against a highly biased State Government, arrogant and drunk with power who have displayed scant respect for distributive justice. Not only Berhmapur city; for 90% of Odisha this decision comes as a big letdown. However this cannot be the end of the story and with greater public awareness we can set bigger goals for Berhampur and Ganjam and aspire for our rightful space in a developed India. Not to be disheartened and time to work with greater vigor and enthusiasm for the cause of Berhampur.

Ganjam produced a former President of India, Former PM PV Narasimha Rao was MP of Berhampur, Krushna Chandra Gajapati, Sadasiva Tripathy, Binayak Acharya, Biju Patnaik and his Son went on to become Chief Ministers of Odisha. Yet 10 lakh people from Ganjam live in the slums of Surat, Mumbai and Ahmedabad. Not even a screw and bolt factory has not been built in Ganjam and the last major Institution (the Berhampur University) was established in the district almost 50 years ago. For last 5 decades Ganjam is crying for development but Ganjam people are as passive as ever. If they do not wake up now to question their leaders, then better they should prepare to live like slaves. The question is not only about the IIM; it is about self respect. Some people are saying that Berhampur does not have the infra to host an IIM. But then the question is who is responsible for poor infrastructure in Berhampur and Ganjam. So, time has come when people must speak up and oppose the continuous neglect of the State Govt.

The CM has no time to assuage the people of Berhampur who are on hunger strike demanding the establishment of IIM and the decision is being selectively leaked through the media about the decision to establish yet another central Institute in Bhubaneswar, now the IIM.

New snake species found in Berhampur city named Lycodon Odishi

A new species of snake, discovered in Berhampur in Ganjam district last year, has been named after the state as Lycodon Odishi.
A research paper on the new species has been published by the Russian Journal of Herpetology, an international science journal, in its latest edition published on Friday. It was rescued by Snake Helpline, a voluntary organization working for the rescue and rehabilitation of snakes, and subsequently studied in depth by a group of amateur herpetologists and scholars from Odisha.
“The snake was found in Berhampur in July 2013 and brought to Bhubaneswar for further research. After months of research, it was found out that it is the 297th species of snakes found in India and the first in Odisha which is a matter of joy for us,” says Dr Sibaprasad Parida, noted herpetologist.
“Initially it was considered as Lycodon Jara species which was found in other parts of India. We got in touch with Russian Journal on Herpetology, a major international research organization on reptiles and snakes, and with further inputs and research we found out that there are 12 basic differences between Lycodon Odishi and Lycodon Jara with Odissi having distinct features like yellow ring on the borders of the body and different kind of body construction and egg inside it,” adds Dr Parida.
The research paper's author and secretary of Snake Helpline, Subhendu Mallik, explains “Lycodon Jara can grow up to 550mm whereas the length of Lycoden Odissi is 350 mm. This vast difference in length confirmed by Russian Journal on Herpetology gave the species a new name as it is only found in Odisha.”
Zoologist Dr Asish Mohanty who is a member of the research team, adds, “Although this species existed on earth they were never found and named. Two similar snakes are preserved in Regional museum of natural History here in Bhubaneswar.”

Bengalis in Berhampur celebrate Durga puja
Bengalis in Berhampur celebrate Durga puja
Though they are far away from their homeland, the Bengali settlers in Odisha's Berhampur city, celebrate the annual Durga puja festival keeping their tradition intact.
A group of Bengalis had started the Durga Puja for the first time in the silk city of Berhampur, about 81 years ago and they are continuing to celebrate the festival here with the similar pattern along with pomp and gaiety.
"The Durga Puja is an integral part of the Bengali people. They celebrate the festival of autumn wherever they reside," said Sushant Ghosh, the president of the Adi Durga Puja Committee. The ritual stared from Mahasasthi and will be continued till Dusshera.
"As we had started the Durga Puja in the town for the first time, we named it as the Adi(first) Durga Puja," said Sarajit Sarkar, an elderly member of the Bengali community here. The first Durga Puja was started by some Bengali employees working in the then Bengal-Nagpur Railway at railway station area here in 1933.
The Bengalis, however, established a permanent pandal at Chatterjee lane, near Old Bus Stand to celebrate the Durga Puja.
"We are celebrating the Durga Puja and other rituals since 1998 in the pandal," said Ashok Kumar Jana, a member of puja committee. "Not only the Bengali families, but other people including other faiths gathered here during the puja period," said Aurabinda Sarkar.
It's also an occasion to get together of Bengali families in the town. About 300 Bengali families are living in the town. Some other families are here as they are working in several organizations, including defence, railway, banks and telecom. They also come to participate and celebrate the puja, said Ghose.
"Even though we are celebrating the Durga Puja for last 81 years, we have been adopting the age old Bengali culture of Pujo," said Kalyani Dev.
The priests, cooks and the artists to make the idol were brought from West Bengal. "Our aim is to keep alive the Bengali tradition while celebrating the Durga Puja here," said Abhijit Kundu.
During the festive period, the children from the community perform cultural programmes. Baul Sangeet and the songs dedicated to Maa Durga were performed by the children, said Sibani Ray.

Lawyers on stir, demand HC Bench in Berhampur
Members of the Ganjam Bar Association on Tuesday boycotted
court work demanding establishment of a permanent Bench of the Odisha High Court
in Brahmapur.
The members also demanded that the Justice CR Pal Commission
report on the demand for permanent HC Benches in different parts of the State
be made public. “We denounce this report as we understand that it has not
directly recommended establishment of a High Court Bench in Brahmapur,” said
Bar president Basant Panda, adding, “We will continue our agitation till our
demand is fulfilled.”
The members of the Bar including vice-president Siba Prasad
Mishra, secretary Rama Prasad Panda and joint secretary Karunakara Panigrahi
and senior lawyers like Prafulla Jagannath Padhy, Krushna Chandra Panda and
Ashok Das staged a dharna in front of the court here.Earlier, the lawyers had
decided that they would intensify the agitation during last four days of every
month. On Tuesday, they ended their court boycott agitation and would join work
from Wednesday.

Delayed Barracks stadium at Berhampur may finally see the light of the day
The Berhampur Stadium, hanging fire for 25 years, is likely to overcome land constraints and get completed soon, official sources said on Wednesday, following a meeting in this regard.
When the stadium is completed, it would be fit to host national and international sports competitions. According to the blueprint, the stadium will house a swimming pool, a gymnasium, hostels and two galleries. At present, the stadium has an athletics track, a cricket field, a football ground and a basketball court besides a sports hostel. In 1989, then chief minister J B Patnaik inaugurated the 'incomplete' stadium.
To make its infrastructure ready, the state government has to take over land, earmarked for the stadium, but under the possession of ministry of defence (MoD). Around 17.68 acre near Old Bus Stand identified for the stadium, 9.18 acre is with MoD, official sources said.
At least four quarters of NCC officers are located in the defence area. "We have decided to construct NCC officers' quarters at a distance with all infrastructure facilities. It will facilitate completion of the stadium," said MLA (Berhampur) R C Chyaupatnaik. The state government would bear all expenses, he said.
Sports secretary Saswat Mishra, collector (Ganjam) Prem Chand Chaudhary, district sports officer A K Patnaik, NCC group commander S Bhattacharya and engineers of public works department (PWD) attended the meeting. The sports secretary asked the PWD engineers to prepare a detailed project report for construction of NCC officers' quarters and completion of the stadium.

The sites are located near Gopalpur-on-Sea and Chilika lake by the side of NH-5 and Kolkata-Chennai railway line. Sitalapalli is the location where the proposed airport (Laxmipur) of Berhampur city has been planned under the new CDP. Korapalli is near Berhampur University while Khallikote is about 60 kms from Berhampur and 100 kms from BBSR by the side of Chilika lake.

Last huddle for the establishment of IIM at Berhampur cleared; LOW-COST AIRPORT WILL COME UP SOON IN BRAHMAPUR
POLICY SOON ON BUILDING LOW-COST AIRPORTS IN 50 NON-METRO CITIES
New Delhi | Having identified 50 non-metro cities and remote locations across the country for building low-cost airports, the Centre is shortly coming up with a policy on the matter in which state governments would have a major role to play.
The Civil Aviation Ministry would soon finalise names of the first five of these 50 no-frill airports to be taken up first, official sources said here on Friday.The policy, which is being given final shape by the Ministry, is likely to put the onus of providing land, water and electricity free of charge to these airports on State Governments, which would also have to grant tax concessions or exemptions for these projects.
It comes in the wake of the BJP-led Government’s announcements that these airports would be built on a private -public partnership (PPP) model to provide air connectivity to non-metro cities and those in remote areas.
Apart from the facilities to be granted by State Governments to these airports, the Government would grant concessions to airlines operating there, such as exemption from paying landing, parking, navigation, night parking and fuel throughput charges, among other things.In June last year, the UPA-II Government, while finalising infrastructure projects for 2013-14, had also decided to build low-cost airports at 51 cities and towns across the country.
Under the decision taken by the Manmohan Singh government, State-owned Airports Authority of India (AAI) was to have set up these airports at towns and cities spread across Assam, Arunachal Pradesh, Andhra Pradesh, Jharkhand, Bihar, Punjab, Uttar Pradesh, Madhya Pradesh, Odisha, Rajasthan and Maharashtra.
There are over 125 functional airports and another 400 airstrips, of which many can be developed as full-fledged airports, the sources said.However, official data shows that of these 125-odd functional airports, 93 were loss-making and only ten profitable. The loss-making airports are mostly located in Tier-II cities, apart from some state capitals. Connectivity by low-cost airlines to the smaller towns and cities could beef up the financial fortunes of these small airports, the sources said.
Observing that growth in traffic was concentrated on certain major routes and not all across the country, they said though air tickets were now available at competitive rates due to fierce competition among airlines and air traffic was growing at a rapid pace, almost 70 per cent of the population does not have air connectivity and many cannot afford to fly.
The policy would aim at making air connectivity available at a cheaper rate, the officials said.On the names of the 50 proposed no-frill airports, they said the list was likely to remain the same as decided by the previous Government, barring a few changes in some states.
As per the UPA-II Government’s decision last year, the 51 low-cost airports were to have come up at Vijayawada, Nellore, Kurnool, Kadapa, Nizamabad, Tirupati, Anantapur and Karimnagar in Andhra Pradesh, Dhanbad, Bokaro and Hazaribagh in Jharkhand, at Muzaffarpur, Chapra and Sasaram in Bihar, at Ludhiana, Jalandhar and Firozpur in Punjab, at Agra, Allahabad, Moradabad, Saharanpur, Meerut, Aligarh, Bijnor, Muzaffarnagar and Azamgarh in Uttar Pradesh.
Tezu, Bomdila and Along in Arunachal Pradesh, at Silchar, Jorhat and Tezpur in Assam, at Gwalior, Singrauli, Burhanpur, Khandwa, Jabalpur, Sidhi and Shahdol in Madhya Pradesh, Brahmapur (Odisha), Rourkela and Kendujhar in Odisha, at Ajmer, Kota, Bhilwada and Alwar in Rajasthan and at Kolhapur, Nasik, Jalgaon, Solapur and Amarawati in Maharashtra were also to have low-cost airports.

IIM likely to come up near Berhampur city in Odisha
Ganjam collector asked to locate 200 acres of land for
establishment of proposed IIM near Berhampur city in Odisha
It seems the State Government is considering the proposal to
set up Indian Institute of Management (IIM) in Berhampur city of Ganjam. So as
a prelude to it, the State Government’s Industrial Infrastructure Development
Corporation (IDCO) asked today the Ganjam district Collector to identify 200
acre of land in the district. “You are requested to identify a patch of land
measuring 200 acre and submit the details of such land with land schedule and
map to IDCO for taking further action,” IDCO CMD Vishal Kumar Dev wrote to
Ganjam Collector Prem Chandra Chaudhary. Notably, people from cross sections of
society in Ganjam district have been continuously agitating in the district
demanding establishment of the proposed IIM in the area. A team led by
Berhampur MLA Ramesh Chandra Chyau Patnaik had also met Chief Minister Naveen
Patnaik regarding the issue. SOSA was also demanding for IIM at Berhampur,
which has the all facilities for setting up of an IIM. While various leading
educational institutions like IIT, NIFT, NISER and others have come up in
Bhubaneswar, other parts of the state has not been considered for setting up of
such institutions. Now the State Government will pose at least two or three
places suitable for IIM and Central Team will decide the place for IIM.

is asking the name of a city with basic infrastructure for IIM, your
bureaucrats are suggesting that places outside the capital are not suitable for
want of appropriate infrastructure. Where are you building the infrastructure
then and at whose cost?
2. You promised before the elections that development of
Berhampur will be your personal responsibility. After the elections your
Government did not find Berhampur suitable among the 10 cities to be developed
as a Smart City. The IDCO too has cancelled the IT Tower proposed in Berhampur
city. You signed MoU for a domestic airport in Jharsuguda which is justified.
But, why did you forget the Airport project for Berhampur?
3. More than 25 Central Institutes and labs have been
established in various cities of the State. Why Berhampur city has been singled
out and denied a single Central Institute/lab so far? Is this because Berhampur
people never took extreme positions like fueling regional hatred or statehood
demands unlike other places in Odisha? Are you not forcing the people of South
Odisha to think on those lines through your highly biased decisions on Central
Institutes?
4. There are innumerable examples across States where
Central Institutes have been established in places without a functional airport
even though most states have multiple airports.. When the State of Odisha has
only 1 airport, why this is taken as the only parameter in deciding the
location of central Institutes? Isn’t this a case of double whammy that first
you don’t develop an airport in a city like Berhampur and then site the lack of
airport to deny Central Institutes? (Thankfully the Central Govt has sanctioned
a low cost airport in Berhampur but even that is not being factored in while
deciding the location of IIM)
5. Lakhs of youth from Ganjam and South Odisha are forced to
migrate outside the State for their livelihood. This trend has only aggravated
in recent years. What your Govt has done in its last 15 years to generate
employment for the students and youth of southern Odisha? (Not even a
screw-bolt factory has been built in Ganjam/South Odisha in the last two
decades, the period during which rest of India grew by leaps and bounds thanks
to the reforms of 1991)
If the Chief Minister wants balanced development in Odisha
then the IIM decision will be his real test. If he succumbs to the mentality of
the past and denies Berhampur city the proposed IIM which it rightfully
deserves then Odisha Govt will be responsible for perpetuating inequality in
the State.

Berhampur City Police Commissionerate Soon: Director General Police
The
blueprint for proposed Berhampur Commissionerate of Police is ready and would
be submitted to the State Government soon for approval, said Director General
of Police (DGP) Sanjeev Marik.
The
DGP was on a day’s visit to the district on Thursday to inaugurate new
buildings of Dharakote and Jaganathprasad police stations. He told mediapersons
that priority is being given to strengthen the police administration in order
to gain confidence of public.
Speaking
on recruitment in the Police Department, Marik said 1200 sub-inspector posts
are currently lying vacant for which, interviews are being conducted and 675
persons have already been selected. He added that around 500 retired
sub-inspectors of police will be re-appointed by the State Government very
soon.
The
maximum age limit of the retired police officers will be 60 years and they will
work till 62 years of age, he said. Marik said there would be no dearth of
retired police officers in the State as they had retired at the age of 58. “The
retired police persons would get their last salary drawn as the monthly payment
and the new payment would be made after deduction of the monthly pensions. The
move is aimed at solving large scale vacancies of the police personnel in the
State,” Marik said.
On
Maoist presence in Southern Odisha, he said their activities have been reduced
to a large extent due to strong policing and security measures. “More forces
will be brought in to fight the Maoists, if required,” said the DGP, adding
that Maoists of Andhra Pradesh and Chhattisgarh are still active in different
parts of southern region of the State. Marik said ‘Ama Police’ facility will be
available in all the police stations. “Ganjam and Berhampur police stations
will get this facility by September 15,” he added.

Berhampur residents take out candle march for setting up IIM in the city
A candle
march was taken out by residents and students in Berhampur on Monday evening
for the demand of establishment of proposed IIM Odisha in Berhampur city of
Ganjam district.
It was part
of continuing agitation in the district for establishment of the proposed IIM
in the area. This candle march had been organised jointly by the ‘Bhanja Bikash
Manch’ and ‘Forum for IIM in Berhampur’. Berhampur MLA as well as leaders of
different political parties and social organisations too took part in this
candle march. The candle march culminated at Gandhi Nagar square, where a
public meeting was held to create public awareness for the demand.
As per the
speakers at this public meeting, till now no major national institution has
been established in southern Odisha, which speaks of regional disparity in the
State.
Meanwhile,
the Bhanja Bikash Mancha, has started a signature campaign for the demand of
IIM in Ganjam district. The ‘Forum for IIM in Berhampur’ has started using
social network on the web to increase support for the demand.
In July
this year Union finance minister Arun Jaitley had announced establishment of
four new IIMs, including one n Odisha. Although the Odisha IIM has already been
included as a choice for candidates appearing Common Aptitude (CAT) in
November, the place of the proposed institute has not been decided by Odisha
government.
The Central
Human Resources ministry has recently requested Odisha government to provide
200 acres of land for free at a place which has better connectivity. The Odisha
government is to suggest names of two or three places for establishment of this
premier management institute of the country, from which one would be selected.

Why the State of Odisha should establish the IIM at Berhampur? Here are the reasons;
(Following
are some of the best arguments in support of IIM-Berhampur as suggested by some readers in this forum)
"When
the IIT-Kharagpur was established, Kolkata was the biggest city in India apart
from the capital of Bengal. However, the decision to go for Kharagpur paid off
and the Institute is today rated one of the best in India. Infact, the town of
Kharagpur has only one identity and that is the ‘IIT’. Similarly, the decision
to establish IIM-Kozhikode turned out to be a good decision even though there
were more deserving cities in the State of Kerala. Seen in this context,
establishment of the IIM at Berhampur city will be a decision that generations
to come will appreciate as a visionary step".
"The IIM
proposed for Odisha will start from the coming academic year and that leaves
just 7-8 months for the new IIM. The Berhampur University campus can be used
for the upcoming IIM till a new campus is built for the same. If the Berhampur
University campus and its infrastructure facility such as classrooms, hostels,
library, gymnasium and guest houses are put to use for the upcoming IIM then
the infrastructure will be available at the shortest possible time."
"Bhubaneswar
houses the XIMB which is considered one of the top-10 B-schools in India.
Therefore an IIM in close vicinity will kill the brand and reputation of XIMB
which would fade into irrelevance. Additionally XIMB is opening its campuses in
Sambalpur and Balangir. Similarly, the NIT and BPUT in Rourkela have been the
major centers of technical and professional education in Odisha. Therefore this
leaves Berhampur as the city with the right infrastructure to house the
proposed IIM in Odisha".
"As
far as the suitability of Berhampur city to host an IIM is concerned, in recent
times several states have established or have proposed to establish the IIMs in
cities like Rohtak (Haryana), Kashipur (Uttarakhand), Dhaulakuan (Himachal),
Tirchy (Tamil Nadu), Udaipur (Rajasthan). As is evident, none of these are the
capital cities of their respective States and none of them have good air
connectivity. So, for a less urbanised State like Odisha air connectivity
should not be the only criteria for selecting a location for the IIM. Since
Odisha has only one airport in the State capital, adopting this criteria will
deprive all other cities in terms of central Institutes. Besides, Berhampur is
only 2 hours drive from the Bhubaneswar airport connected by a 4 lane Highway.
Additionally, since a low-cost domestic airport has been sanctioned for
Berhampur city, this should address the need in due course. Therefore there is
absolutely no doubt that the IIM in Berhampur city will be able to attract the
best of students and faculty given its several positives".
"Odisha
has so far established several premier Institutes like IIT, AIIMS, NISER, IIPH,
NIFT at Bhubaneswar, NIT and BPUT at Rourkela, Central Rice Research Institute,
Cuttack, VSSUT at Sambalpur, IIMC at Dhenkanal, National Steel Institute at
Puri, CIPET & AIIMS mini campus at Balasore. Therefore, the establishment
of IIM at Berhampur will lead to fair distribution of Central Institutions in
the State".
