You are right. We have been observing since last 2 decades. No big industry houses or any other big institutes are really not seen in Berhampur. 20 years back Berhampur was one of the big city in Odisha and Now just compare with other small cities of Orissa now Berhampur is highly undeveloped and it is only beacuse of the Ruling Goverment which does not have any plan for the city and for the South Orissa. It the responsibility of the Local politicial to push it hard or else they should quit. Ganjam District is only in head lines during election period only and after that yoU will not see any developmental activity. If the Govt does not have any future plan for the city then definately we need to think the other options.
